أَوْ كَظُلُمَٰتٍ فِى بَحْرٍ لُّجِّىٍّ يَغْشَىٰهُ مَوْجٌ مِّن فَوْقِهِۦ مَوْجٌ مِّن فَوْقِهِۦ سَحَابٌ ظُلُمَٰتٌۢ بَعْضُهَا فَوْقَ بَعْضٍ إِذَآ أَخْرَجَ يَدَهُۥ لَمْ يَكَدْ يَرَىٰهَا وَمَن لَّمْ يَجْعَلِ ٱللَّهُ لَهُۥ نُورًا فَمَا لَهُۥ مِن نُّورٍ
Or [they are] like darknesses within an unfathomable sea which is covered by waves, upon which are waves, over which are clouds - darknesses, some of them upon others. When one puts out his hand [therein], he can hardly see it. And he to whom Allah has not granted light - for him there is no light.
The text pictures deeds of the faithless as darknesses in a deep sea: covered by waves, above which are waves, above which are clouds: darknesses one above another; if one puts out a hand, one can hardly see it.
Classical readers took the layered image as a parable of compounded misguidance: darkness of the deep, of the waves, and of the clouds stacked one upon another.
Seawater absorbs light by color: red is gone within roughly 15 meters, orange by ~30, yellow by ~100, green by ~200; only blue reaches further before fading near ~1000 meters into the aphotic zone, where sunlight never arrives. Internal waves also run beneath the surface waves, a literal wave below a wave.
