وَٱلَّذِى نَزَّلَ مِنَ ٱلسَّمَآءِ مَآءًۢ بِقَدَرٍ فَأَنشَرْنَا بِهِۦ بَلْدَةً مَّيْتًا كَذَٰلِكَ تُخْرَجُونَ

And We have sent down rain from the sky in a measured amount and settled it in the earth. And indeed, We are Able to take it away.
The text: He sends down from the sky water in due measure (biqadar), and We settled it in the earth, and We are able to take it away.
The measure was read as providence: neither flood of ruin nor total drought, but apportionment.
The hydrological cycle is a closed budget: roughly 505,000 cubic kilometers evaporate and fall again each year, redistributed but conserved; groundwater is precisely rain 'settled in the earth,' and aquifers can be lost.
