What classical readers understood
Classical readers connected lawaqih both to winds impregnating clouds with rain and to pollinating trees.
What science sees
Both readings are literal processes: wind pollination fertilizes most of the world's grains and trees, and winds seed clouds with dust and salt nuclei around which droplets condense: no nuclei, no rain.
