As-Sajda 32:9✦ exploreread ثُمَّ سَوَّىٰهُ وَنَفَخَ فِيهِ مِن رُّوحِهِۦ وَجَعَلَ لَكُمُ ٱلسَّمْعَ وَٱلْأَبْصَٰرَ وَٱلْأَفْـِٔدَةَ قَلِيلًا مَّا تَشْكُرُونَ
Then He proportioned him and breathed into him from His [created] soul and made for you hearing and vision and hearts; little are you grateful.
Al-Insaan 76:2✦ exploreread إِنَّا خَلَقْنَا ٱلْإِنسَٰنَ مِن نُّطْفَةٍ أَمْشَاجٍ نَّبْتَلِيهِ فَجَعَلْنَٰهُ سَمِيعًۢا بَصِيرًا
Indeed, We created man from a sperm-drop mixture that We may try him; and We made him hearing and seeing.
Al-Muminoon 23:78✦ exploreread وَهُوَ ٱلَّذِىٓ أَنشَأَ لَكُمُ ٱلسَّمْعَ وَٱلْأَبْصَٰرَ وَٱلْأَفْـِٔدَةَ قَلِيلًا مَّا تَشْكُرُونَ
And it is He who produced for you hearing and vision and hearts; little are you grateful.

The consistent ordering was noted by commentators as deliberate precedence.
What science sees
Fetal hearing functions from around week 24, and newborns recognize their mother's voice at birth; functional vision comes last, maturing only after birth. The developmental order is hearing first.
